I love this new initiative that N's swim school has this summer. It's always important to have a responsible, 100% aware adult when kids are swimming or anywhere near water. They are giving away these "Water Watcher" badges, but it would be easy to make your own at home. A loud accessory such as, a lei or silly hat would work great! What's important is that everyone can easily identify the Water Watcher, so they know not to distract them.
